It highlights companies that have been technically innovative in developing solutions with the Microsoft .NET Framework. Companies are selected from a broad list of candidates based on a variety of criteria including their business model and growth potential, the platform for their solution or product, and their customer and investor references. Microsoft doesn't look for just technical innovation in companies. In Microsoft's own words "It's important to understand that these ISV innovators fused technical innovation with a clear business need or market opportunity to implement a viable solution. Although a customer might, in some cases, purchase a product because it's interesting or fun, in most cases customers require that a product clearly address a business need."
